NGO “Primavera” Launches Phase II of the Rural Development Project in the Tisza River Sub-Basin

The NGO “Primavera”, with the support of the Netherlands Enterprise Agency (RVO), continues the implementation of the project “Pre-Feasibility Study and Roadmap for Rural Development Planning in the Tisza River Sub-Basin in the Carpathian Region”, which is being carried out in the Vynohradiv Municipal Territorial Community.

Phase I, completed in 2024, included the preparation of a Pre-Feasibility Study, the development of a comprehensive indicative Master Plan and a Roadmap for sustainable management of water resources, the development of agriculture and horticulture, and the promotion of innovation and rural development.

The work was implemented by NGO "Primavera"  in cooperation with the Dutch company MetaMeta and a strong team of local experts.

Phase II, which began in October 2025, focuses on strengthening Dutch-Ukrainian public–private partnerships and implementing a cluster-based approach. Its goal is to facilitate the launch of B2B and G2B initiatives based on the previously developed Master Plan for community development.

At this stage, comprehensive project proposals will be prepared to enable the practical implementation of integrated territorial development.

The key areas of work include:
• regional water resource management;
• innovation in agricultural production and horticulture;
• rural development.

The initiative aims to support long-term innovations in flood prevention and management, enhance water retention capacity, improve energy efficiency, and promote rational water use. The project also seeks to stimulate high-value agriculture and horticulture, encourage the cultivation of new crops, and create conditions for local processing of agricultural products.

These actions will contribute to community income growth, job creation, and the development of a sustainable regional economy.

One of the key components of the project is a public–private partnership initiative aimed at improving flood risk management and modernizing water management infrastructure. Its goal is to protect rural areas and ensure the efficient use of floodwaters for irrigation and other community needs.

The second major focus is on the development of business partnerships between Ukrainian and Dutch companies, targeting the implementation of water- and energy-efficient technologies in greenhouse farming, horticultural product processing, and vegetable and berry production. An important part of this component is the environmental aspect — developing solutions to reduce groundwater pollution and ensure its rational use.

As part of the project, the Primavera expert team has already carried out a field visit to the Vynohradiv community to collect data and prepare project proposals. On October 10, 2025, an online kick-off meeting marked the official launch of Phase II, symbolizing the start of a new stage of Dutch–Ukrainian cooperation in the sustainable development of the agricultural sector of Zakarpattia.
