Working Meetings Held in the Vynohradiv Community within the Project “Master Plan of the Tisza River Sub-basin – Phase II”

On 21–22 October 2025, as part of the implementation of the project “Master Plan of the Tysa River Sub-basin in the Carpathian Region (Ukraine) – Phase II”, a series of working meetings were held to detail and practically implement investment pilot projects in the Vynohradiv City Community.

On the morning of 21 October 2025, a field excursion took place across pilot sites within the Vynohradiv territorial community. The participants identified and discussed the main problems to be addressed within the project framework.

The excursion gathered experts from NGO Primavera (O. Zhovtonog, Henk Moen, V. Polishchuk, T. Matiash, S. Klimov, N. Yushchenko); representatives of the Transcarpathian Regional Military Administration (O. Perepelytsia, M. Haidur); the Vynohradiv City Council (S. Hrabar, V. Teslychko, R. Markulinets, V. Liubko); representatives of starosta districts (V. Turok, N. Turianyn); the Vynohradiv Interdistrict Water Management Authority (Ye. Kedyc, S. Kolomys, V. Voryu); and agricultural enterprises (O. Hadzevych, O. Badenko, O. Ihnatov, K. Zipir, I. Rudyk, M. Paliukh).

During the excursion, participants discussed key issues and potential solutions related to flood prevention, rehabilitation of drainage and irrigation systems, and improvement of agricultural production efficiency.

In the afternoon of 21 October 2025, an interactive workshop was held with the main objective to discuss and refine the content and implementation process of two investment pilot projects for the development of the Vynohradiv community:

a) Integrated Water Resources Management;

b) Modernization of Agricultural Production under Climate Change Conditions.

With the support of the event moderators (V. Polishchuk, T. Matiash), consultations with the project manager (O. Zhovtonog) and the Dutch project consultant (H. Moen), the participants detailed the pilot projects and identified key stakeholders. Special attention was paid to selecting optimal approaches for developing investment solutions and exploring opportunities to involve Dutch expertise and companies in project implementation.

Each working group worked with maps of pilot areas, identifying planned measures, estimated costs, responsible parties (community, regional authorities, basin management, farming enterprises, agricultural companies), and potential co-financing opportunities.

On 22 October 2025, a seminar with the participation of Ukrainian and Dutch companies was held, dedicated to developing business partnerships and cooperation in the fields of water management, greenhouse modernization, and agricultural production and processing.

During the seminar, participating companies from the Netherlands and Ukraine presented their activities and potential areas of collaboration. From the Dutch side, the following companies took part: KUBO Horticulture Group, MetaMeta/GOPA, PosadMaxwan Architects, and Hippotainer. The Ukrainian side was represented by Sevliush-Food LLC, Dnipro 99 LLC, Agro-Alliance LLC, and representatives of the Vynohradiv Interdistrict Water Management Authority.

Participants emphasized that strengthening B2B and G2B partnerships between Ukrainian and Dutch companies will facilitate knowledge transfer and potential technical support.

In conclusion, the meeting summarized the results of the two working days, defined key next steps for further interaction, and agreed on subsequent stages of cooperation between the Ukrainian and Dutch partners.
