Working visit to the Netherlands and Brussels

Working visit of  theDirector of NGO Primavera  Olga Zhovtonog to the Netherlands and Brussels in the period 12 – 19 February 2023

Dr. Olga Zhovtonog visited The Netherlands and the European Union to discuss with Dutch and EU officials what is possible to do now to prepare for the reconstruction and recovery of water and agriculture later when the hostilities of Russia have ended. Ukrainian stakeholders in the water, land and agriculture sector are continuing their activities as good as they can under these difficult circumstances. It helps them to continue their difficult work if they can think and plan for the future of their country.

The visit of Olga Zhovtonog, director Primavera was timely and successful. It opened new avenues for the cooperation between the Netherlands, European Union and Ukraine for rebuilding and modernizing land and water In Ukraine during and after the war.  It created understanding of the need to prepare for investment projects now, to be able to start quickly during and after ending the hostilities. Preparations include pre-feasibility studies, knowledge transfer, training of Government officials and policy dialogues.

Sometake-aways:

  • A memorandum of understanding was signed between the Netherlands Water Partnership and NGO Primavera;
  • There is an increased understanding in The Netherlands that institutional development in land and water are part of the “Build Back Better” strategy and process.
  • Cooperation between NGO Primavera and the VNG (Association of Dutch Municipalities) will be beneficial for cooperation projects at Community’s  level.
  • The EU offers opportunities for research cooperation, but also for the much needed knowledge transfer and capacity building.
  • The EU (Writing team for the European Recovery Plan for Ukraine) is carefully considering the start of preparations of a few “Flagship Investment Projects” to serve as learning experience for Ukraine and for the international donors. Primavera will offer them around 4 flagship- project ideas from the 4 ‘war-damage’-) zones
  • A small team at WUR (Wageningen University and Research) will further explore the EU possibilities for cooperation between WUR and Ukraine, and subscribe for a couple of Calls.
